3rd Battalion, 196th Infantry Brigade
The mission of the 3rd Battalion, 196th Infantry Brigade, based in the US territory of Guam, is to provide professional high quality, and responsive training support to reserve component units in Guam, Saipan, and Tinian to sustain or improve unit pre-mobilization readiness in the areas of operational capability, logistics, and administration to perform Commander in Chief missions. The Battalion would, on order, provide Guam's Defense Coordinating Element (DCE) for operations requiring Military Support to Civil Authorities (MSCA) in Guam and nearby islands, or the mobilization and/or demobilization assistance teams (MAT/DMAT) to support the mobilization and/or demobilization of RC units from Guam, Saipan, and Tinian.
The 3rd Battalion, 196th Infantry Brigade was activated between 1998 and 1999 as part of the activation of the 196th Infantry Brigade as a numbered training support brigade. The 2nd Battalion, 196th Infantry Brigade became the Training Support Battalion (TSB) for the Marianas. As there were only a handful of active duty US Army personnel on the Island (about 51 in 2010), most support was provided by the US Navy and US Air Force. Existing support agreements between the Army and Navy meant that the majority of the support for 3/196th Infantry Brigade came from the Naval base at Commander US Naval Forces Marianas (COMNAVMAR) (e.g. finance, household goods, etc.). A good working relationship was also maintained with the Air Force at Andersen Air Force Base as well.
