U.S. WELCOMES RESUMPTION OF SOUTH KOREA-NORTH KOREA DIALOGUE

(Text: McCurry February 26 statement) (430) Washington -- The United States welcomes "the resumption of South-North dialogue" by Korean special envoys scheduled to begin March 1 in Panmunjom, State Department spokesman Michael McCurry says.

McCurry also said in a statement issued February 26 that North Korea has agreed on arrangements to permit International Atomic Energy Agency inspections of declared nuclear facilities to begin the same day as the dialogue, and at that time there will be an announcement of the date for holding a third round of U.S.-North Korean talks in Geneva.

Following is the text of McCurry's statement: (begin text) On February 25, the DPRK agreed on arrangements which will permit IAEA inspections of DPRK declared nuclear facilities to begin on March 1. The IAEA requires these inspections to maintain continuity of safeguards and to ensure that no diversion of nuclear material at North Korea's declared nuclear facilities has occurred since earlier inspections. We understand from the IAEA that the inspections can be completed in approximately two weeks.

The United States and the DPRK agreed that the date for holding a third round of formal talks in Geneva will be officially announced when the IAEA inspections begin on March 1. As agreed between President Clinton and President Kim Young Sam of the Republic of Korea, the third round of U.S.-DPRK talks will aim at a thorough and broad resolution of the nuclear and other issues which divide the DPRK from the United States and the international community.

When the inspections begin on March 1, announcements also will be made concerning plans for the U.S.-ROK military exercise, Team Spirit '94. Also on March 1, South-North working level talks will resume in Panmunjom to arrange for South-North dialogue on intra-Korean issues, including the nuclear issue, through an exchange of special envoys.

The United States welcomes the resumption of South-North dialogue. We welcome the offer by President Kim Young Sam of the Republic of Korea that he will meet with President Kim Il Sung of the DPRK if it will help to resolve the nuclear and other bilateral issues. An exchange of special envoys between South and North could pave the way for such a South-North summit.

Finally, the undertakings of the United States regarding Team Spirit '94 and a third round of U.S.-DPRK talks are based on the premise that the IAEA inspections will be fully implemented and the South-North nuclear dialogue will resume through the exchange of special envoys.
