- The ceremony to celebrate the start of the third-generation mobile communications services is held in Pyongyang on December 15.

- On December 18, North Korea held the central symposium on the statement titled “The Democratic People’s Republic of Korea Is An Invincible Socialist State Armed with The Juche Ideology,” which Kim Jong-il sent to Rodong Sinmun and Democratic Chosun on September 5.

- North Korea reported that developing technology in the medical instruments industry had been pursued as a national project.

Inter-Korean Affairs
- Through an editorial article published in Rodong Sinmun, the DPRK criticized the South Korean government’s efforts to strengthen South Korea-U.S military alliance as movements of serving the powerful, betraying its own country, provoking fratricidal confrontation and causing war by launching preemptive attacks on the North.

- In a statement of the spokesperson for the Committee for the Peaceful Reunification of the Fatherland, the DPRK criticized the South’s proposals to talk as ‘deceptive movements in order to evade responsibilities and mislead the public opinion’ and demanded the ROK government to announce its position on the June 15 Joint Declaration and the October 4 Summit Declaration.

Foreign Affairs
- North Korea asserted again that Japan be excluded from the six-party talks and reviewed the 2008 Japanese policies hostile toward the North, demanding the Japanese government to rescind them.
- The DPRK blamed the U.S. for the stalled six-party talks held from December 8 to 11 and asserted that the U.S. recognized North Korea as a nuclear state.
- North Korea criticized that the U.S. Congress was insisting on a swift conclusion of the North Korean nuclear issue while never excluding the use of military means. It also criticized that the U.S. Pacific Command was trying to establish military alliance among Japan , South Korea and the U.S.
