NIA FIRE CONTROL and INDIVIDUAL

SOLDIER EQUIPMENT

REQUIREMENTS

 

 

This Statement of Work (SOW) articulates the equipment, equipment training, logistics support requirements, and maintenance requirements for the New Iraqi Army (NIA) and the Iraqi National Defense Force (INDF). Detailed information is provided for the Light Infantry Battalion sets.

 

1. Fire Control

 

1.1  Binoculars (CLIN 000_AA):  This will be a 10x50 or 7x50 ruggedized binocular to provide short range observation for leaders within the battalion.  Must be subdued in color.

 

1.2  Compass (CLIN 000_AB):  This will be a ruggedized magnetic compass to allow for azimuth determination and land navigation assistance.  Must be subdued in color.

 

1.3  GPS (CLIN 000_AC):  This will be a ruggedized, but non-developmental, commercially available Global Positioning System.  Must use commercially available batteries.

 

2. Individual Soldier Equipment

 

2.1  Sleeping Bag (CLIN 000_AA):  This will be a lightweight, yet durable sleeping bag for climatic conditions found in Iraq.  Must be machine or hand washable.  Must be fireproof.

 

2.2  Entrenching Tool (CLIN 000_AB):  This will be a small, lightweight, durable digging tool that can be folded into a length, width, and height of less than 12 inches, 8 inches, and 3 inches.

 

2.3  Entrenching Tool Cover (CLIN 000_AC):  Will be used to carry the folded tool described in 2.2.  Can be attached to a standard Coalition made pistol belt.

 

2.4  Poncho (CLIN 000_AD):  A waterproof  poncho which allows the wearer to wear over their head  and will cover their body and equipment.

 

2.5  Poncho Liner (CLIN 000_AE):  This will be a quilted liner that matches the dimensions of the item described in section 2.4.  It will be used as a field blanket to keep the user warm at night when sleeping outdoors.

 

            2.6  Dust Goggles (CLIN 000_AF):  This will be a set of clear goggles with a subdued headband and frame that will protect the wearers eyes in conditions of strong wind, blowing sand, and also be eye protection when using equipment and tools described in this statement of work. 

 

2.7  Body Armor (CLIN 000_AG):  This set of individual armor will protect the wearer's torso (front, back and sides) and neck area.  Will provide Level III protection for the wearer.

 

2.8  Helmet (CLIN 000_AH):  This will protect the wearer's head with Level III protection.

 

2.9  Water Can (CLIN 000_AJ):  This will be a 5 gallon plastic water jug with threaded removable cover on the fill and pouring point.  It will also have a closable air point to allow for minimum splashing during pouring.

 

2.10  Fuel Can (CLIN 000_AK):  This will be a 5 gallon plastic fuel jug (for diesel/gasoline) with threaded removable cover on the fill and pouring point.  It will also have a closable air point to allow for minimum splashing during pouring.

 

2.11  Medium Tent (CLIN 000_A00L):  This tent will allow 8 - 12 individuals to sleep or perform unit operations.  It will be lightweight, waterproof, have rollable sides to allow ventilation, and also have netted sides to prevent entry of flying insects when sides are rolled up.

 

3.  Site Set Up and Prep of initial Battalion Sets (Including Government Acceptance Procedures) for the above.

 

3.1  Site Set Up and Prep : For all CLINS except the "A" Group (1st BN) offeror should submit prices including delivery and site preparation for user operation of equipment to Kirkush Military Training Base (KMTB), Iraq (Mercator Grid Reference System 38SNC 22027 30374) .  This is approximately 70 miles west of Baghdad, close to the Iranian border.  If the contractor chooses to price their offer using this method for Group "A", delivery and site preparation must be completed by 6 Sep 03 at 1700 (5:00 PM) local time.  Site Set Up and Prep of items means that all delivered items will be unwrapped, unpackaged, assembled, re-assembled, and otherwise placed in operational order.  All dunnage and packing items related to shipment will be neatly assembled and moved to a refuse site identified by the point of contact for the Coalition Military Assistance Training Team (CMATT) at KMTB.  All CLINS except for 0005 and 0006 will be priced in accordance with this paragraph.  An alternative pricing arrangement is not authorized for CLINS 0009 through 0040.

 

3.2  Delivery time for Group B (2nd Bn):   Delivery and site preparation for Group B (2nd BN) must be complete by 8 Nov 03 at 1700 (5:00 PM) local time at KMTB.  There is no alternative pricing proposal arrangement for the "B through I" series CLINS.  For optional groups C through I, delivery and site preparation suspense is to be determined.

 

3.3   A bonus of 1% of the total awarded firm (not including options) value of the resulting contract will be paid for each complete 24 hour period in advance of the delivery deadlines specified in section 3.1 and alternate pricing arrangement in CLINS 0005 through 0006AL (up to 5% total).

 

3.4  New Iraqi Army Acceptance Procedures:  The vendor will designate a representative to conduct a presentation of all items in section 1 to a designated CMATT point of contact.  Government acceptance of items in section 1 will occur when the CMATT Point of Contact validates that all items are in working order (it is intended to complete the NIA acceptance procedures within 48 hours after 6 Sep 03 at 1700 local time for the "A" set and 48 hours after 8 Nov 03 at 1700 local time for the "B" set.)

 

4.  Warranty and Maintenance Support for Initial Battalion Sets (1 to 2)

 

4.1  Warranty support for items1 and 2:  Warranty support for items in 1 and 2 is also to be priced into the individual CLINs in sections 1 to 2.  

 

4.2  Maintenance support for items 1 and 2:  On site maintenance of the items in sections 1 and 2 as requested.  Offerors are to price optional   CLINS for maintenance support in terms of the ability to respond to maintenance issues at KMTB within 12 hours of government notice.  CMATT personnel are to be notified five days in advance of routine maintenance actions so that equipment may be made available.  Maintenance does not equate to repairs of equipment damaged or destroyed during INDF training and/or operations.  Offeror and CMATT POC will assess issues to determine if the item needing maintenance is a valid maintenance item or a repair of equipment abused or misused by INDF/CMATT personnel.  Contracting Officer will make the determination if there is a disagreement between CMATT and vendor points of contact.    Period of performance is for a period 12 months from receipt.

 

5.  Training Support for Initial Battalion Sets (1 to 2)

 

            5.1  Manuals for items identified in sections 1 to 2 (not separately priced):  All individual items are to arrive with operator's manuals (one manual per item) written in English.  Companion Arabic (appropriate to Iraq) manuals are desired, but not required.

 

            5.2   Operator Training Support for items in sections 1 to 2 (not separately priced):  The vendor shall plan to conduct one iteration of operator level training per item to approximately 1,000 Arabic speaking students and a small number of English speaking trainers in the 8 to 12 September 2003 period for the "A" set of equipment and one iteration of the same training to a different group of approximately 1,000 Arabic speaking students and a small number of English speaking trainers in the 10 to 14 November 2003 period for the "B" set of equipment.
